The only functional change of this patch is that setting layers.acceleration.force-enabled will no longer override the DXVA blacklist. I think that's probably for the best.
The use-dxva pref should be hidden now, but users that have already set it manually should continue to not get dxva.

jya: Can you please do a followup patch that checks the value of gfxPlatform::CanUseHardwareVideoDecoding() within the mac decoders?
