[1.Description]:
[RTL][v2.2][Settings]The transition screen will flash and a blank screen appears for about 1sec when start Guided Tour of Privacy Controls.

[2.Testing Steps]: 
1. Set system language as Arabic.
2. Launch Settings -> Privacy Controls -> Guided Tour.
3. Tap "Get Started!" and then tap "Next" button.
4. Observe the whole transition screen.

[3.Expected Result]: 
4.The transition screen should be smooth and no flash happens.

[4.Actual Result]: 
4.The transition screen will flash and a blank screen appears for about 1sec.

RTL triage: P1 -- this is odd and annoying. I'd consider this a blocker if the privacy controls are being released into any RTL markets.

wilfred/josh, can you help talk to partner on this. By default FxOS 2.2 builds, will not have privacy controls enabled, but I am sure partners do not want to ship with this experience, so probably best to get it fixed and find an owner on m-c/mster atleast ?

Privacy Control has already removed from FxOS 2.2 scope and I am denominate this bug but will keep communicating with partner for fixing the issue.

I can't get to Privacy Controls on my PVT flashed Gaia 2.2. How do I launch that if it's not available in Settings?

This issue can not be reproduced on latest build of Flame 2.2&3.0 and Nexus 5 2.2&3.0 by STRs in comment 0. If anyone can repro it, reopen again.
Result: The transition is smooth when we start Guided Tour of Privacy Controls.
