2. Seek to time 3:30 and play.
3. Watch the bottom edge of the video.
RESULT:
The bottom ~10 rows of pixels of the high quality stream (or ~30 rows of pixels of the lower quality stream) appear to be "smeared" artifacts or duplicated rows in Firefox but not Chrome or Flash.

I see this problem on two MacBook Pros, both on their internal Retina displays and a (non-HiDPI) external display.
