1152712 - [Bluetooth] more jsdoc fix

Since Bug 1151765 landed, the `gulp jsdoc:bluetooth` can be executed.

We can fix remain jsdoc issues based on tooling.

I've fixed all left jsdoc syntax error in bt modules.

please run `npm install` before running `gulp jsdoc:bluetooth` & `gulp jsdoc:settings` command to get related jsdoc modules.

Fred, I pass the decision to Arthur. Because it's important to have consistent doc. in whole settings app. That make developer more readable in this app.

Arthur could you please help to decide the style of documents? Thanks.
