What it says on the tin. The (+) button is not (keyboard-)accessible so we should ideally have something that is. Workaround: go into reading mode if possible (which it isn't always...), and tab to the [+] button.

The reading list submenu is in the Bookmarks menu. On Windows: Alt+B, down arrow to Reading List, right arrow to open Reading List submenu

Yes, the Reading List is, but the Add To Reading List item is not. At least I don't see it when I can add a page via the toolbar button.
