Steps to reproduce:

1. Create enough tabs that the tab bar gets scrollable/the tab grouping button appears.
2. Close any tab.


Actual results:

The tab bar is still scrollable/the tab grouping button does still exist until another tab gets closed.


Expected results:

The tab bar should have been reverted already after the first closed tab.

But there is a request to bring it back per Bug 1509350 - Provide tab groups (panorama)
