Web APIs should not exist only for partners and industry incumbents. If the issue is security, we should find an appropriate permissions model.

Thanks Potch - we had a constraint on UX folks to work through the complex issue of making a UX informative enough to convey any security concerns that wasn't completely confusing.
Re-poking that team to get the design work pulled. Closing this bug as dupe of Bug 1127522.
