1155817 - Flame: the screen turns off during the bootup even if screen timeout is set to 'never'

Boot, complete FTE.

Connect to PC via usb, and type adb shell b2g stop
then type adb shell b2g start.  b2g will restart.

Actual:
While starting, the screen gets dimmer and eventually turns off, even when the screen timeout is set to 'never'
Expected:
The screen does not timeout during the bootup.

I don't think this is specific to the debug build- sometimes when the reboot takes too long, the screen times out on eng build as well.  But because the debug build is always slower, this can be reproduced rather easily.
