Steps to reproduce:

I navigated to Google News - Business page.

I added a bookmark using the star on the toolbar.
The star turned blue.
I clicked on the star again to change the location of the bookmark to the Bookmarks Toolbar.
In the 'Edit this Bookmark', I selected 'Bookmarks Toolbar' as the 'Folder' and clicked 'Done.



Actual results:

The actual result is that the bookmark does not show up in the bookmarks toolbar.


Expected results:

The expected result was that the bookmark should show up in the bookmarks toolbar.

To clarify the STR:
* It's not that the bookmark doesn't appear on the Bookmarks Toolbar; it's simply not moved out of its current folder.
* It's not specific to the Bookmarks Toolbar.
* It's not specific to newly-created bookmarks. For example, attempting to move the default “Getting Started” bookmark this way fails as well.
