Description:
When text is selected in the browser, the carets and function utility toolbar will flicker and jump around during scroll events.

In other apps, the carets and toolbar will disappear until the scroll event is over.

Repro Steps:
1) Update a Flame to 20150429010205
2) Connect to a WiFi or Data network.
3) Perform a Google search using the Rocketbar to open a google results page in the Browser.
4) Long press a word on the page to bring up the Text Select interface.
5) Scroll the page, releasing your finger with momentum.
5) Activate the overscroll effect.

Actual:
Text Selection UI will flicker in and out during the scroll event, briefly jumping back to previous locations.

Expected:
Text Selection disappears until the scroll event is over.

This issue DOES occur on Flame 2.2 builds.
Text Selection UI will flicker in and out during the scroll event, briefly jumping back to previous locations.

After enabling the AcccessibleCaret in bug 1172382, the text selection bubble won't be flicker in and out during the scroll events.
