Dragging bookmarks to the sidebar now works -- sort of.
When the line showing where the bookmark will go shows up (sometimes it does
not), that's not where the bookmark winds up when the mouse button is released.
It will be one place above where the line was.
This is a difficulty when the page is one that updates regularly (say, a comic
strip that you read every few days), and you want to replace an older bookmark
with a current one. They both have the same name, and there's no way to decide
which one to delete.

I'm seeing this in WinME 2001122003 in both the sidebar and manage bookmarks.
This was not fixed by the changes for bug 114215.
Likely a dupe of 113660
