This undoes the reenabling from bug 1157309.
Bug 1120311 implements suggested tiles
Bug 1156921 removed it from 38.0
Bug 1157309 reenabled it for 38.0.5
This bug removes it from 38.0.5 mozilla-beta

RyanVM, I was going to re-push the backout from below to mozilla-beta:
https://hg.mozilla.org/releases/mozilla-release/rev/d7ca3b75c842
But I'm not sure now which tree to land on with a mozilla-beta note saying 38.0.5 changes should go on mozilla-release. And mozilla-release says it should only be merges.
Can you tell me where to push this or push it for me?

The Suggested Tiles feature was successfully backed`out from Firefox 38.0.5 beta 1, build ID: 20150511143336.
Tested on Windows 7 64-bit, Windows 8.1 32-bit, Ubuntu 14.04 64-bit and Mac OS X 10.9.5.
