1162033 - Pocket panel closes itself while hovering over pocket toolbar button

Steps:
1. Log in to a pocket account
2. Click the pocket toolbar button to show the "Saved to Pocket" panel
3. Leave mouse hovered over toolbar button

Expected:
It should keep the panel open rather than closing after time out (just like hovering over the panel itself)

Actual:
The panel closes after ~5 seconds. 

This bug is to make hovering over either the toolbar button or the panel itself keep the panel open.

Arguably even desired behavour (for easy one-click tagging, when you don't even bother moving the mouse away), but for A11Y reasons one might still be reading the panel content, and would be a win to not dismiss in such cases.

:Dolske - Is there a way that we could know if the user was hovered over the button at a given moment? We could update the logic on our side to check before trying to auto-hide.
