gaia-dialog needs to be exclusively visible meaning that the rest of the document must be hidden from the screen reader. This also requires that the must always be a way to dismiss the dialog.
We should figure out if we can handle focus around dialogs correctly once bug 1168044 is landed. Google has a great screencast to demostrate Modal Dialogs and Focus Management for screenreader https://webaccessibility.withgoogle.com/unit?unit=6&lesson=12
