This may need some core hooks, of course; if there is interest in setting up UI for this, I'm sure such hooks can be provided (e.g. a flag on upgraded requests).

No, this is about HSTS (which is under the control of the website), not HTTPS-only mode (which is the browser making some decisions about what to allow to load where).
