Probably it's worth including some counter that shows how many connections get upgraded from http to https using HTTPS-Only Mode.

Is this bug the same as Bug 1163611 or Bug 1696973?

No, I don't think it is actually. What we were (maybe still are) considering is introducing a dashboard that indicates how many resources actually get upgraded by https-only mode.
