[1.Description]:
According to Bug 1162276 in Comment 18, this bug is filed.
[Flame v3.0][Nexus5 v3.0][Settings]After changing region and enabling "Set Automatically" in Date&Time, it shows a blank area instead of "region/city" (ex:"America/Adak") under "City".

[2.Testing Steps]: 
1.Disable "Set Automatically".
2.Change the Region (ex :America).
3.Enable "Set Automatically".

3.It should show "region/city" (ex:"America/Adak") under "City" after enabling "Set Automatically".

3.It shows a blank area instead of "region/city" (ex:"America/Adak") under "City".

3.On Flame v2.2, it does not show "region/city" under "City" because current design is different.

    I also can't repro this bug on latest Flame v3.0 build (it shows "UTC+08:00",and does not show a blank area),but I can repro this bug on latest Nexus 5 v3.0. Thanks.

I'm unable to see this issue linger on screen: after switching to automatic, the timezone will 'flash' and remain empty for a moment, before being filled in with "UTC-07:00". The state of the bug through the comments seems to indicate that the 'blank space' lingers on screen, but I'm unable to reproduce this on flame devices, and the videos attached are coming up as corrupt. Uploading what I'm seeing on my device.

I think this was due to some sim cards only support auto time but not auto timezone. The patch for bug 1162276 failed to handle the issue.

EJ, the patch added the missing case where the timezone info should only be visible when the sim card supports auto timezone. I also added unit tests for the cases. Please take a look at it when you get a chance, thanks.

The symptom looks similar but this is actually a different bug. Note that the reported issue in comment 14 can only be reproduced when you manually choose a timezone that is the same as the auto timezone.
