[1.Description]:
[Flame v2.2 & v3.0][Nexus 5 v2.2 & v3.0][Settings]After you turn off the Data from notification, you can't turn on it from notification.

[2.Testing Steps]: 
Prerequisite: Do not insert any SIM card.
1.Launch Settings.
2.Tap "Cellular & Data".
3.Turn on "Data Connection".
4.Darg down notification, tap the data icon to turn off it.
>>The data icon will highlight in Notificaiton.
5.Tap it again.

[3.Expected Result]: 
5.The Data should be turn on successfully.

[4.Actual Result]: 
5.You can't turn on the Data.
