Tests from bug 884594 (attachment 8603614 [details] [diff] [review]) should be refactored into xpcshell tests. This tests include multiple scenarios from GPD spec and test multiple rule formats and decision making logic.

Hello Yoshi, could you review this patch? These tests are using examples from GPD spec and are verifying if rule retrieval and parsing is working as intended.

Removing ACEService out of scope of this bug because the review for cert related part is still in progress. I'll file a follow-up bug for ACEService and decision logic testing.
