STR:
1) Open a new tab, make sure not to load a page
2) Tab location field
Expected:
Blinking caret in the location field
Actual:
* Something really quickly blinks in the top left corner of the screen, like thin white line.
* Location field is active and I can type in it. But it does not blink a caret.
