This prompt can appear below the keyboard sometimes. It seems really strange that it would appear when they keyboard is up, but if it does I guess it should be above it.

is there a particular page/screen that this happens on? I can't seem to replicate it....

Not that I know of. In most cases this should appear right after you submit a form and so the keyboard should be disappearing. You might have to just force a Snackbar to be drawn when the keyboard is up sometime. Or tap an input field while one is showing.
