The Splice UI needs to be updated to display the new table stakes features:
* time limits
* frequency caps
* inadjacency inclusion
* custom explanations
* State/DMA targeting
Futhermore, due to the State/DMA changes, there is an additional change:
* asset re-use
The UI needs to be made more performant
