steps to reproduce:
1. Submit an unlisted add-on.
2. Go to /ownership for the unlisted add-on
3. Change the add-on author and Save changes

expected behavior:
Add-on developer is able to save changes without being forced to select a license which isn't applicable for an unlisted add-on

actual behavior:
Add-on developer is forced to select a license before they can save changes to the authors list.
