Currently, the text chat feature is developed behind a pref and when all main blockers are resolved we'll be able to enable it by default.

All that's necessary is a patch that set the default value of `loop.textChat.enabled` to `true`.

Actually, we should remove the pref altogether, since the context-in-conversations work is affected by - and now included inside - the chat UI. This makes the chat feature non-pref-able.
Enable text chat - we can remove the pref after text chat stabilises
