Currently when you create a new account and get the form to enter your password twice, it just tells the user how many characters the password must be at a minimum. It should also describe the any constraints needed such as upper, lower case, numbers, etc. We already display this on the forgotten password form. Just need to duplicate it for the new user form as well.

Moving to BMO as trunk has this change already but BMO (4.2) does not.
