1172272 - Add "Open in Private Browsing" action to Tab queue notification

Right now, we display the number of tabs queued in the system notification. We could add a button to open those tabs privately.

In terms of "richer notifications", we also talked about using that to improve the UX of enabling and disabling tab queues. I.e. "Turn on 'Tab queues' for 1 hour (+)(-)" or "Turn off 'Tab queues' until 5:00pm"

- not unlike "do not disturb" for notifications in Android L.

We could also try to show a list of the tabs (truncated) that are waiting for you (like email apps):

Bug 1241596 makes the notifications "richer" as well. Judging by the comments in here, this seems to be more about adding "actions" which would also be amazing.

We've discussed many ideas around what actions to put here, like "Snooze until _something_"

But I'd like to start with an "Open in Private Browsing" action in this bug first.
