1172555 - Adjust the add-on submission text

On Step 1 of submitting an add-on we have a couple paragraphs of text and then a big textarea with the developer agreement in it.  Please adjust:

1) Replace the three paragraphs of text at the top (starting with "Hosting your add-on in our gallery..." and ending with "...and accept our Developer Agreement:" with:

> Before starting, please read and accept our Firefox Add-on
> Distribution Agreement.  It also links to our Privacy Notice
> which explains how we handle your information.”


2) Replace the text in the textarea with the new agreement.  Text for it is at https://developer.mozilla.org/en-US/Add-ons/AMO/Policy/Agreement


3) Remove the link in the bottom right which says "Addtional Add-on Policies"

Regarding point 2/, according to https://developer.mozilla.org/en-US/Add-ons/AMO/Policy/Agreement$history the agreement wasn't updated since I've copied it on AMO. I know it will be updated at some point (some wording I believe?), but Jorge told me he will warn me when that's the case.
