117491 - file picker for Save Page no longer offers "save as text" option

this was working in the 12/17 build, but not in the 12/21 builds. couldn't find
an existing bug for this, but dup as needed.

i don't have access to a win32 box at the moment --will check later on when am
in the office. so, this is currently seen on [at least] linux.

1. go to http://www.mozilla.org/
2. hit accel+S or select File > Save Page As
3. in the resulting file picker, drop down the menulist for "files of type" and
select the option for saving the page as text only.

result: the option is no longer available.

i know there's bug 42441...is what i'm seeing here due to [recent] checkin
that's meant to mask 42441? just curious. ;)

Saving as plain text never worked, so it was removed.
I think this bug should be a duplicate of bug 42441 or marked invalid.
