[RTL][Flame 2.2&3.0][Nexus5 2.2&3.0][Settings]When we've connected to multiple Bluetooth devices, the "+" symbol is shown at right side of number, "+1" is shown as "1+".

[2.Testing Steps]: 
Prerequisite: Set system language as Arabic.
1. Launch Settings and open bluetooth.
2. Connect to multiple Bluetooth devices.
3. Navigate to the main settings page and scroll to Bluetooth.

[3.Expected Result]: 
3. The "+" symbol should be shown at left side of number. (Such as "+1")

[4.Actual Result]: 
3. The "+" symbol is shown at wrong side.

It's actually a l10n issue: the +1 string is part of a bigger string handled by l10n.js

For the localizer: I recommand enclosing the +{{value}} between FSI/PDI.

As with other bugs like this, I believe we should aim at fixing it systematically.


Also, to make it clear - Gaia::L10n component is not for localization bugs. So if you think it should be fixed in Arabic localization, please use product/component Mozilla Localizations::Arabic.
