Steps to reproduce:
I write in a newsgroup, in the object field, I use comma or accented letters
Actual results:
Other users with other programs (like mesnews) not show correctly (for example comma is "=2c" è is "=c3=a8" or ? is "=3f".
I reinstalled the previous version (31.7) with the same profile folder and no problems with charset.
Expected results:
All the characters must show correctly with the charset ISO-8859-15 selected.

Please provide a sample, save as .eml and attach to this bug.

I reinstall the 31.7 version and it's all ok (not problem)
I try also a nightly version and is ok also with this version.
The problem is only with 38.0.1

That is already fixed by Bug 1438590 - so this is a dupe of that bug.
