1176967 - WebIDE Wi-Fi device discovery prompt fails to show QR scanner

when trying to run the via wifi debugging on the spark builds when you get to the selection of scan or scan and remember, no matter which one you select it goes back to the settings screen.

str:
1) open settings
2) maneuver to the developer settings
3) enable via wifi debugging
4) connect to a wifi network with a computer with the webIDE able to run the network debugging
5) select to connect to the network device
6) select either scan and remember or just scan
7) observe reaction

actual results:
the selection window closes and goes back to the developer setting screen and does not pop up the camera to scan the QR code

expected results:
the selection window closes and goes the the QR scanner to connect and verify to allow wifi debugging.

repro rate: 10/10
