[Flame][v2.2&v3.0][Nexus 5_v2.2&v3.0][Dialer]MO a call, restart device without ending it, and check the call log view. There is no call log of that outgoing call.

[2.Testing Steps]: 
1. Launch Dailer.
2. MO a call(If no SIM card, MO a Emergency call).
3. Press Power key, select Restart.
4. Check the call log after device waking up.

[3.Expected Result]: 
4. There should be call log of that outgoing call.

[4.Actual Result]: 
4. There is no call log of that outgoing call.
