Description:
If user makes or receives call, then restarts phone in middle of call the information about sent/recieved call does not appear in call log of dialer app.

Repro Steps:
1) Updated Buri to Build ID: 20131219040202
2) Open Dialer app
3) Call another device
4) Wait for second party to answer
5) Long press power button
6) Tap "Restart"
7) Open Dialer app
8) Tap to open call log

Actual:
Sent or received calls where phone was restarted in middle of call do not show up in call log.

Expected:
All sent or received calls appear in call log.

I'm able to repro on Buri 1.1 mozilla RIL.  Restarting while a phone call is in progress does not save the other device's number to the call log.  This happens regardless of who started the call.

It is currently done by design in the code. We only record calls when they are finished.
