[Flamev2.2&master][FM Radio]Plug in headset and Launch FMRadio, the forward and backward buttons do not work when user pauses the FM Radio.

[2.Testing Steps]: 
1.Plug in headset in device.
2.Launch FM Radio.
3.Pause the playing channel.
4.Tap the forword and backword buttons.

[3.Expected Result]: 
4.The forward and backward buttons should work.

[4.Actual Result]: 
4.The forword and backword buttons do not work but a loading icon briefly displays on the play button.
