Details

str:

1) install an older version of nightly
2) switch to tablet mode, wait for an update prompt
3) restart

result: start menu displays and the browser never opens. The browser is running in the background though, you can switch to it using alt-tab.

Yeah... this is the same weirdness as how if you have a multi-window app, closing one window doesn't automatically show you the (one of the) other window(s). Though it's surprising that we don't automatically steal focus here. :-\
