I think a dupe exists for this.

Reminds me of bug 1090859 ...
Another quick update. After much wrestling with our build system (and the phone) I've finally got a self-built user debug version working... and it's at this point that I've discovered I don't have any micro SIMs around. I'll be shopping for one today so stay tuned; I hope that this was already fixed in bug 1090859.
Confirmed and dup of bug 1170353.
