[Aries][SIM PIN] SIM PIN prompt does not appear when booting up the device without a lockscreen

Description:
If the user has SIM PIN enabled and Lockscreen disabled, when they turn on or reboot their phone, they will not be prompted with the SIM PIN until they attempt to access SIM functionality.
This may prevent users from receiving phone calls.
Repro Steps:
1) Update a Xperia Z3 Compact (B2G) to 20150601153918
2) Activate SIM PIN and disable Lockscreen in Settings
3) Restart the device
4) After the device boots to Homescreen, open the Dialer app.
Actual:
SIM PIN prompt does not appear at the homescreen, only once the Dialer app is opened.
Expected:
SIM PIN prompt appears at the homescreen right after start up.

This issue does NOT occur on Flame Master builds.
SIM PIN prompt appears at the homescreen right after start up.

Sure, I'll have a look as soon as I get my Z3 which should be tomorrow or Monday at the latest. Leaving the NI for now.

Quick update, I've just tried this on the Flame and the SIM PIN prompt does show up when rebooting so this might be aries-specific. Stay tuned for more, leaving the NI for now.

OK, I've finally put my hands on a nanoSIM and could test this on my Aries. I can reproduce this at every reboot on a self-made build a couple of days old so this is definitely a valid issue. Leaving the NI as I'll have to inspect the RIL logs to figure out what's wrong.

With today's build this has stopped happening and now I'm prompted for the PIN as soon as I reboot the phone. Martin can you confirm this?

I am still seeing this issue occur on the latest Spark 2.5 builds.
SIM PIN prompt does not appear at the homescreen after a reset without a lockscreen. Only once the Dialer app is opened.
