The drawable-large-* assets are the same, just larger so it'd be great to just use the same asset, scale it down on phone, and decrease the size of our APK.

In this bug, you should move the drawable-large assets to the respective device-size-agnostic drawable/ folders and update layout/browser_toolbar.xml to scale down the new asset.
