When setting overflow: hidden on the html and body elements in Firefox for Android, it does not prevent scrolling as expected.  I tested this on desktop versions of Firefox, Chrome, Opera, and IE as well as mobile versions of Chrome and Opera and it works as expected.  You can use the attached test case to check the behavior.

This is on a Samsung Galaxy S6 using the latest nightly (it also doesn't work in Fx39).
