[Mac] Always display as "Work Offline" no matter what's the online status

Details

Build: 01-03 trunk build on Mac OS X and Mac9.1

Steps:
1. Launch browser, go File | Work Offline.
2. Click on it, change to off line.

Result:
Check the menu item under File, still showing Work Offline, doesn't switch to
Work Online.(the icon of status bar will change though)

On other platforms(windows and linux), the string always switch between work
offline and online following by the changes.
This is a dupe of bug 65569
