This requires a validator piece and an olympia piece. In the validator, each message with a signing severity warning needs suggestions on how to address it, and how not to address it. In particular, some messages may require either removing features or submitting for manual review, and should say as much. On olympia, the validation results viewer needs to prominently display these messages.

Part 1: https://github.com/mozilla/amo-validator/pull/305 This takes care of the validator side. The Olympia side will be fixed along with bug 1172030.
