This should definitely be fixed, but I don't think it blocks Bug 1178264.
One can simply make a large grammar and complete Bug 1178264.

I understand your point, but talking about accuracy and considering you gonna have a confirmation before the dial with only a "yes or no", a grammar with hundreds of contacts is much more likely to fail than only a simple one with "yes or no".
