Once we have multiple viewports, we can synchronize user interactions between them.

For example

* scrolling
* clicking
* navigating

can all be synchronized, so that all other viewports follow the one you are actually interacting with.
Current UX thinking is that this would be enabled by default, but there will be some way to disable it as well.
