User Story
Summary: * As a user, I want a single place to go for answers and control over the most important site settings so that I always know where to start when controlling my site experience Acceptance Criteria: * Icon or icons in the URL bar lead to a single doorhanger, the Control Center, not multiple door hangers for security, mixed content blocking/TP * Our design and implementation must account for the multitude of icons appearance of other icons for v1 launch, including shield icon and plugin icon (note: site permissions icons are not currently v1)
