Description:
Sometimes AM/PM will appear on the lockscreen after the time. It appears to be based on what time it is.

Repro Steps:
1) Update a Aries to 20150728162417
2) Lock phone
3) Observe time on lockscreen

Actual:
AM/PM will appear after the time on the lockscreen inconsistently

Expected:
It is expected that AM/PM will either always be on the lochscreen or never be there

I wonder if this is caused by Bug 1172621? I didn't touch the related code recently, so this is the only possible cause I now have.

If it's not we may need a bisecting to pin down the root cause.
