Steps how to reproduce with  SeaMonkey en-US 2.39a1 Mozilla/5.0 (Windows NT 6.1; WOW64; rv:42.0 from official download area)  Gecko/20100101  Firefox/42.0  Build 20150801224600  (Classic Theme) on German WIN7 64bit:

0. Launch SM MailNews
1. For arbitrary Newsgroups account NG server (for example 
   news.mozilla.org): Click Account folder → View Account Settings → 
   Click "Server Settings" → "Ask before download of more than xxx 
   Postings" change number in spinbox to 500, if necessary → [ok]
2. ' Click Manage usegroup Abommements'
   » Dialog appears
3. subscribe “mozilla.general” → [ok]
  » Dialog vanishes
4. In Folders Pane click new NG “mozilla.general”
 » Dialog appears, asks how many headers should be downloaded
5. Change no to 10  → [Download]
  » 10 Headings will be downloaded
6. For Newsgroups account NG server news.mozilla.org
   'Click Account folder → View Account Settings → 
   Click "Server Settings" → check "Ask before download of more than xxx 
   Postings" '
   bug: number has changed to 10

   following subscribed NG if once set to "0" , comment 7
