Details

When feeding the H264 WMF decoder with data; it won't output any frames until at least 25 frames have been fed.

This causes several tests to fail or intermittently fail as the test input video are shorted than 25 frames long.

With YouTube it can cause some stalls with some video as they start by loading 1s of video (typically 15 to 30 frames) and wait for playback to start to load more data.
