Steps to reproduce:
Having any addon that is in the beta state and they are all disabled.
Youtube Center Beta, Ublock Beta, Antivirus tools...
Actual results:
Any 'non verified' plugin gets disabled with no option to override making dev and private plugins worthless on Firefox 64.
Expected results:
Plugins can be disabled by default but the option to override needs to be in place.
You can't ask us to test a nightly build for you and disable any plugin that might also be in development.

The pref given is the way to override, this is working as intended

In yesterdays build it was set that way hence the bug report.
It is working in today update, so that might want to be looked into.
