1192997 - Convert permissions dropdown in the control center to the new selection UI

Instead of showing a <select> element, there is text that shows the selected value.  When clicking it, you will be able to pick from the options currently in the dropdown.

The dropdown UI is supposed to have the same behavior and styling as the "When Firefox Starts" -> "Show my home page" field in about:preferences#general.  The only difference is that it shouldn't have the outer border.

Also, the font size should be 12px
