Every time I vist www.hotdog.org the site's frames do not load properly.  I am using build 1999070614 on win 98.

This looks suspiciously like Bug 11690 did, and that has allegedly been fixed.
I'll check it out when my build completes...

Since the content model is not formed correctly, how do we even know we need to
load frames?
